After more than 10 years of accumulated experience, the Western China International Fair, which originated from the western development strategy, has been successfully held for 16 sessions and is expanding its influence at a global level step by step. With the theme of “New Era in China, New Advances in Western China”, the 17th Western China International Fair 2018 adheres to the orientation of specialization, internationalization, branding, and informationization, and actively serves supply-side structural reform to build the “Belt and Road Initiative”.
International public goods that promote economic globalization have gradually become an important open and cooperative platform for the Belt and Road Initiative countries to showcase their development achievements and develop international trade. More than 20,000 overseas participants came from 90 countries and regions. Both the total number of participating countries and regions, and the number of national or regional pavilions set a new record. All of these indicated that the global attraction of the Western China International Fair is continuously strengthening, and it is a manifestation of its growing maturity as a national and international fair. In fact, it is not only the Western China International Fair that goes global but also Chengdu in Sichuan province, the permanent site of the Western China International Fair.
Until now, Chengdu has established economic and trade relations with 228 countries and regions in the world, and 285 of the world’s top 500 enterprises have settled in Chengdu. In terms of transportation, Chengdu is now accelerating the construction of the Chengdu Tianfu International Airport, which will have an annual capacity of 150 million passengers and 3.5 million tons of cargo. As of present, there are 109 international or interregional air routes starting from Chengdu, including 57 regular direct air routes, covering five continents in the world and initially forming an effective connection between intercontinental lines and short-range branch routes. The number of flights in Central Europe (Chengdu) has ranked first in the country for two consecutive years. It is the international airline with the largest number of domestic routes, the most stable frequency of travel, and the best transportation time. Western Development, Yangtze River Economic Belt, National Central City, Free Trade Zone… The change of national opening-up strategies in the past thousand years have brought unprecedented historical opportunities for Chengdu to leapfrog development and promote Chengdu from the inland hinterland in the first round of opening up to the open frontier in the second round. In addition, the Belt and Road Initiative also brought unprecedented historical opportunities to Sichuan’s logistics development in the hinterland of Chengdu. At this year’s Western China International Fair, the opening of Chengdu will once again become its biggest attraction. Sichuan Logistics Opportunity under the Belt and Road Initiative
As one of the large-scale special branches of the 17th Western China International Fair, on 21st September 2018, 2018 Western China International Port Logistics Open Development Conference was held in Chengdu Shangri-La Hotel. The conference was hosted by the Port and Logistics Office of the Sichuan Provincial People’s Government, the Sichuan Investment Promotion Bureau, and the Sichuan Expo Bureau. The Sichuan Modern Logistics Development Promotion Association hosted the conference.
The conference set up the opening ceremony, keynote speech, the Belt and Road Economic and International Trade Development Summit Forum, and the special dialogue. With the theme of creating a new pattern of three-dimensional opening and building a new highland for port logistics, this port logistics conference has responded positively to the Belt and Road initiative and deepened the supply-side structural reform of the logistics industry. We also focussed on the development of the international port economy and free trade and we will promote in-depth exchanges and innovative cooperation between western China and the countries along the Belt and Road routes in the port economy, international logistics, investment, and trade.
6 major logistics projects signed to facilitate logistics development
On the same day, a framework agreement was signed between the port and logistics office of the people’s government of Sichuan province and eight financial insurance companies. Financial services are an important link in supporting enterprises’ international trade. This contract provides financial support for the development of logistics enterprises in Sichuan. Through the single window platform of international trade in Sichuan, the integration of supply chain logistics and supply chain finance is promoted to better serve foreign trade enterprises in Sichuan and promote the development of the export-oriented economy in Sichuan. There are six logistics project contracts, including Yuan tong express delivery of the Sichuan Zigong Hub Project, Shanghai Milkyway (Deyang) Integrated Logistics Base, Qingbaijiang Card World Smart Hub Center, Chengdu International Railway Port and from Ziyang Gongtie Logistics Port signed a strategic cooperation, Ziliujing District, Zigong city customs clearance public service platform operating agent, Nanchong modern logistics park bonded warehouse project framework agreement. Among them, Yuantong Express will have a planned area of over 2.66 hectares in Zigong Ziliujing District, 15,000 square meters of express delivery center and 5,000 square meters of supporting office space. Shanghai Milkway will invest 120 million Chinese Yuan in Deyang to build a sub-assembly workshop, warehouse, and office building. With a total of 2,000 square meters, the project is positioned as a southwest delivery center for chemical industrial products. After completion, it is expected to achieve an annual output value of 150 million Chinese Yuan.
According to reports, Nanchong Modern Logistics Park is a national demonstration logistics park. It is one of the eight sub-regional logistics centers in the province, which is the key to the construction of the Western Logistics Center Construction Plan in Sichuan Province. It is also the core of Nanchong City’s construction of a modern logistics 100 billion industrial cluster. The planned area of the park is 11.6 square kilometers. The estimated total investment is 32 billion Chinese Yuan. It is divided into four major logistics platforms: import and export shore, highway distribution, multimodal transport, and intercity distribution. It will build automobile auto parts, grain, and oil, building materials, medicine, and medical equipment, oil and gas chemicals, equipment manufacturing and disaster prevention and emergency response, are expected to reach 40 million tons per year when fully built in 2025, becoming the logistics center in Northeast Sichuan and the largest import and export base in the region.

On the same day, the conference gathered global logistics giants, including the governor of Cambodia’s Sihanoukville Province, Yun Min; Preah Sihanouk, Director of the Department of Public Relations and International Cooperation, Sihanoukville, Cambodia; Yow Khemara, Director of the Department of Labor and Employment, Sihanoukville; Bowman Lusambo, Governor of Lusaka Province, Zambia; Charles K. Sichuan Modern Logistics Development Promotion Association helps enterprises participate in global competition
“In recent years, Sichuan has comprehensively built a three-dimensional logistics channel and vigorously promoted the construction of logistics infrastructure. Sichuan’s logistics channel capacity has been continuously improved. In 2017, the province’s cargo transportation volume reached 1.38 billion tons.” Wu Ge, director of the Sichuan Provincial People’s Government Port and Logistics Office, said. In 2017, the province’s total social logistics reached 6.39 trillion Chinese Yuan, a year-on-year increase of 7.7%, and the added value of the logistics industry reached 234.4 billion Chinese Yuan, an increase of 8.6%. The added value of the logistics industry accounted for 6.3% of the province’s GDP, accounting for 12.7% of the province’s service industry. The total cost of total social logistics and GDP in the province dropped from 18.7% in 2014 to 17.1% last year.
